Yea, I'm almost positive you won't be able to get those specs for that amount of cash if you're going prebuilt. I recommend that you just build it yourself.

On a 420W PSU... bad idea.

For a minute I thought it shipped with the Corsair Obsidian D800 case by default, then I realised it's one of those crappy Raidmax plastic boxed lulz

That setup is beyond overkill for a machine that isn't primarily set up as a gaming rig. If gaming is a small % of what that machine will be used for by your parents, an i7 isn't needed nor is a GTX 260, nor is a 22x DVD drive, nor is 6GB of RAM.

On a 420W PSU... bad idea.

Depends on the unit. If it's a good quality 420 watt unit, it might not be a problem. There are 400-450 watt power supplies out there with over 30 amps on the 12 volt rail. If the unit has 30 amps of 12 volt power, using extremely basic physics that's 360 watts of power. Subtract 130 watts for the CPU TDP (which it's almost never going to consume) leaving 230 watts for the video card. If he gets a GTX 260, that has a TDP of 182 watts (which again, it's almost never going to consume that much, let alone at the same time as the CPUs peak power consumption), and that's the two biggest 12v power consumers already accounted for. The other parts don't use very much 12v power, so the 48 watts you're left with is likely enough.

....But, that's assuming the unit is capable of 30 amp output on the 12 volt rail, and is rated for that output at a high temperature like 40-50C. Given that the unit is the cheapest choice there, it probably isn't a very good power supply.

Also, as everyone else keeps reiterating. Unless you intend to do a massive amount of hard core gaming (buying the latest games and playing them on high graphics for the next 6 months), you are absolutely wasting your money on an i7, GTX 2**, and anything over 4GB of RAM.

I don't know how you're going to find a much better deal than that, especially with a 27" monitor, unless you want to wait for a some sort of sale (follow Slickdeals and Fatwallet). Dells usually aren't priced much below any other company, but in my experience, they have sales and discounts on different PCs more often.

So, if you wait you might find a better deal, but I don't see anything particularly wrong with that one.

The problem is, the next wave of computer hardware is going to be significantly better and more affordable for consumers than what's available now. It'd be much cheaper to spend $400 on a computer every 3 years and get 9 years worth of 'new' computing, than it is to spend $1200 on one high end computer now and have it be 'nice' for only 3-4 years.

And what exactly has to last about it? Unless you're a gamer, a programmer, or someone who uses professional software which is constantly being upgraded, there's really not a lot that has to 'last' in a computer.

If it can create movies and surf the web now, it will still be able to do that for many years to come.

unless your dead set on an intel processor, the ibuypower's are some pretty decent deals.

I also must add that you need to buy one manzi to let me know if their garbage or not. I've been looking at those for about the past 3 months thinking about buying one but I'm skeptical from some of the reviews. Still some good prices for working parts though...
