Personally, I'd go for an ATI 4870, and a cheap Quad Core - the Q6600 is relatively cheap and overclocks fairly well. -

Agree with what BAR says above.
Q6600 is dirst cheap but FSB is pretty low, wont make much difference but the extra oomph on the Q9300 might be worth it if you can squeeze into the bill.
HD4870 is a top card for COD4 but the HD4850 is still damned good. If you dont like the ATI flavours then the 9800GTX+ aint a bad offering but the GTX260 is quite a bit better.
Get a decent ASUS or ABIT motherboard (P35 or maybe the P45)
4GB DDR2 ram (crucial is the best but OCZ Corsair and geil are all fine)
Make sure your power supply is up to the job. Corsair make very very good power supplys and the 520W one will be fine. REMEMBER max wattage isnt the most important thing when thinking about a PSU, look at number of 12v rails and the output on each of them. 2 rails with 18 amps should be solid eenough but a few more or less total amps (36) is fine. spend good money on one or you may end up frying all your other componants and im being serious here, a £20 PSU is not worth the risk.
Samsung and Western Digital make the best hard drives IMO but everyone has their own opinions on this. 1TB have come down in price but i think the best price per gig atm is 750GB
Any SATA DVDRW will be fine they are all much to the same but if u get more than one then i would say get 2 diff brands as some brands read/write some disks better than others.
Case - totally your call but i have had a lot of good experience with Antec cases especially the P182 but its a touch pricey. the NSK range are pretty plain looking but they do the job nicely and are well built. The one i would go for is the Antec 300. Not used it but heard good things. Coolermaster have some decent cases too. The CM690 is a nice case and have considered it myself.
Its a bit strong u asking someone else to hunt down charts for you, google is easy enough to use tbh mate. If you tell me where you would be ordering your parts from i can spec you up a PC and send you the information but me being in the UK i dont know american sites.Comment

I stand by crucial being the best RAM around tbh.
There is a reason why the corsair PSUs are so expensive, they are that damned good. Antec are also good but chieftech.... hmmm (i hear explosions and crying in my head) I have an XClio greatpower which is fantastic but im not sure they still make them. Seasonic, Silverstone, FSP and Tagen are all brands i would trust.Comment

Intel Q6600 $180
ATI HD 4870 $270
Sum: $450
remain: $200 for RAM, mobo, case, PSU, hard driver, DVD drive and a copy of Vista.
Unfortunately, for that price range, 4870 is out of question. 4850 is better choice, but cheaper and an old 8800GT isn't too shabby. That releases $100 to $150 for the rest of the system. I think the following list is more attainable for the price range:
CPU: Intel Q6600 $180
Mobo: Intel P43 $95
GFX: 8800GT $130
RAM: 2x2GB DDR2-800 $90
That leaves $245 for PSU, case, hard drive, DVD and a copy of Vista. Since Vista Home Premium 64 OEM costs $100 on newegg, I'll take $100 away from it, which leaves us $145.
For PSU, I suggest to get a quality 450W for the money. That'll cost you around $50 to $100. For hard drive, get no less than 500G, and that'll cost you about $80. DVD-RW is dirt cheap anyway.Comment

If your going to play mostly FPS games i suggest going for a weaker processor and faster graphics card, Processors dont affect framerate that much on FPS games whereas graphics cards make massive differences
go for the E7200, and an HD4850 combination that will give you 20-25% more performance than an Q6600 and a 8800gt/9800gt, forcing quad core on everything seems the norm on hardware forums whereas it is not nesscarry for most peopleComment
