If he can spend enough money to get a conroe system, he ought to go with it. I suppose it just depends on how much he wants to stick to the budget...
Anywho, to cut costs from dethred's rig, I would suggest getting a harddrive with less GB (OP--look at how much you are using right now and decide from there.) And you can also save some money by going with Antec's Sonata case, which already has a 450w power supply. Also, the vid card dethred suggested is out of stock from newegg right now, but BFG is also a respectable company and it has a lower price, especially after the $30 mail-in rebate.
Feel free to try the memory but if it goes bad, don't blame me , as I am fairly skeptical about it. edit: although I don't have the most trusted brand in my system either... 2 of my sticks are from Wintec, so maybe the pqi may not be such a bad idea for budget ddr2
