Also, it's worth a shot to check on where the cables are running. For example, if you happen to have your cpu fan cable right above the fan instead of routed around the side, it will make noise, just like the principle that makes a saxaphone make sound. It is best to try to get all your cables out of the vicinity of the fans.
As others have said, your p4 3.4 is a roaster, and your CPU fan is having to work hard to keep up with it. I've got a 3.0, and I was in kinda' the same boat before I took a 75mm hole-punch drill bit, a grated 80mm fan, and some car venting to my formerly beautiful antec sonata I. Does your case port the cpu exhaust directly out of the case via a vent? If not, do you have the know how (also known as "skillz, dawg") to cut a hole in it and install a fan? The more air you can move away from that P4, the cooler and quieter it will be. Putting in a vent with a dual fan system (cpu + case exit providing negative pressure inside the case) would be the most effective means of cutting that noise down dramatically, BUT there are larger size, better quality ball-bearing aftermarket CPU fans that will run more quietly. This would be the simplest solution. You can google

As a final thought, you may want to check and make sure your thermal paste was adequately installed. And after you're done checking to make sure they put it on right, clean that factory crap off and slap some arctic silver 5 on there. That might--MIGHT--help, and it can't hurt.
