I'm confused, when people say SATA 1.5gbs, is that Serial ATA 150 or w/e? And is Serial ATA, SATA?

Thats SATA I (1.5gbps), SATA II goes 3.0gbps
Basically the I and II stands for gen I and gen II.

Yep, the transfer speed is limited by the speed of the actual disk. So the same 7200 RPM drive in Sata I and Sata II flavors will transfer at the same speed. It would be the same as a 6800 GT in APG and one in PCIexpress.
