According to the most recent issue of PlayStation: The Official Magazine, it is possible that the magazine let it slip about an inFamous 2 long before Sony ever announced the game.
Keep in mind that inFamous 2 was mentioned alongside titles such as Batman: Arkham Asylum 2 and The Force Unleashed 2. Arkham Asylum 2, while confirmed as being in development was not given any specific release date, including the vague "2010" time frame. As such, this is merely a rumor until inFamous 2 is officially announced by Sony.
The magazine speculates that inFamous 2 will "[pick] up a significant time after the first game, offering a reshaped metropolis." A Sony representative shot down the magazine's report though, stating, "we do not comment on rumor or speculation."
