Here's the real meat: as rumoured Pacific City hasn't changed much and still holds the same roads and many of the same buildings as before - although some have been changed or demolished.
As with the first game your agent will grow more powerful as you obtain skill orbs by performing abilities relevant to your character. Super-cops can now perform more varied melee attacks and call in supplies at any time. A "more precise" targeting system is also in, says GI, and players will be rewarded for skill.
