Announced some months back, Bungie's "render-to-video" service for Halo 3 has been kept under tight wraps. That is, it was kept under tight wraps until the latest Bungie news update.
The render-to-video is a new service that will allow players to turn their in-game video captures into downloadable formats that do not need Halo 3 to be viewed. This means that anybody with access to the Internet and a computer can download footage of you teabagging your arch rival. As it stands, the only way gamers could view other user's videos was to download their capture to your Xbox 360 and play it back within Halo 3.
The test will give Bungie Pro users an inital point balance of two Bungie points. They do act similar to "roll over minutes" in that they can add up over the months.
There is a full FAQ over in the news release about this new service. They expect the beta to run until some time in July at which point the post-beta points system will begin to accumulate. Right now, it does look like this will be a Bungie Pro exclusive feature, meaning you will need to fork over the extra cash if you'd like to enjoy this feature.
They did include a demo video in both HD resolution (39MB) (right click > save as) and SD resolution (32MB) (right click > save as) that was made with the new service.

We're ready to enter the public Beta phase of this project, which is open to all paid Bungie Pro subscribers *up through yesterday morning*. We need to have a limited-size audience for the beta, so if you're reading this now and haven't previously subscribed, doing so now won't get you access to the beta, sorry. However, early Pro members whose subscriptions might have lapsed are included, as a thank-you for being an early adopter of our premium service. (Also note that I said "paid" - people who only have Bungie Pro via the Legendary or Mythic DLC promotional offers are not eligible for the beta.)
