It seems as though some people are reporting that you can now give away your extra copies of Half-Life 2 and Episode 1 to a friend of your choosing. If you start up Steam, you should see a "1 Gift" option in your expanded Steam games browser next to HL2 and Episode 1.
Additionally, you will see your gift options if you go to Games > Manage Gifts and Guest Passes. Enjoy giving the gift of Orange.
