They are.. People should target their anger at the US goverment, not individual Americans.. But then again, it's those Americans that elected that goverment (at least, a majority did).. :\

Phishing for steam accounts is illegal because the EULA states that you can't give away accounts or get one from someone else. Phishing is illegal in general because it's a one way trade that's based on violating trust, which is a part of the social contract or something.
