no it wasn't, it was happening on servers that used absolutely no plugins/addons whatsoever too.

It was a problem with the servers that used the hook to get menus to pop up with the old style menus for admin plugins.

OK it isn't plugin related. It still did it to me on de_port when no plugins are loaded ON A COLD BOOT confirmed with rcon plugin_print
