Not the first time something lik this has happened. Blizzard disabled ten of thousand if not many more Battle.net accounts for cheating and using illegal items in Diablo 2.

Actually there is a termination clause in the Steam (and all steam based games) EULA that was made for just this sort of occasion.

It's possible that they banned people by IP as well. So they think they're clever making a new account, but Valve just goes ahead and bans all accounts associated with their IP (or MAC etc...)

I wonder also the point of it all...by not releasing a 'pirate' version you don't have to worry about banning 20,000 accounts in the first place. Also can't you play hl2 with steam offline? And you can keep playing hl2 offline?
