Because it uses technology that older hardware can't handle. This isn't really any different than anything in modern life, think of fuel and a car. You might be wondering why your corsa doesnt perform the same as the twin turbo skyline down the road when you use the same petrol. Same principle applies here.

And frankly, I don't like HL2 anymore. I've played it, beaten it, and now it's just going to rot. Digitally. In fact, I've beaten it 15 times. I really won't just boot it up for another tech demo level.
