Oh don't get me wrong, there are some other great companies out there. It's all a matter of opinion, but I'd say Valve's unprecedented long-term support of their games puts them over the edge. I'd probably stick Blizzard in second place, but like I said it's pure opinion.
Take a look at Raven or Bioware- they release quality titles almost every year. Just because Valve's games are the best doesn't mean they themselves are.
