Steam worked perfectly for me. Of course, I was an idiot and tried to update while the servers and bandwidth was almost nil, but I got through it fine.
I did notice you had to update CS before you can play offline.
To activate offline mode, disconnect your PC from the internet, shut down steam by clicking Exit, not Exit and Logout, and restart Steam. It will ask you to either try again or go into Offline Mode. Nice implementation on Valve's part.
To respond to all the complainers about the content servers and such: It takes $$$ to run 12 servers and even more $$$ to hook up a large enough pipe to let the amount of users that are online everyday access the server. If the community placed their help in adding more content servers, we wouldn't have this problem right now.
About the validation e-mail: You will have to be patient. It won't come instantly. I told Steam to send me a verification e-mail and it didn't get to my Inbox till 3:30PM EST today.
