Nope it does exactly what it says on the tin. You can use water for drinking bathing etc. as the water shortage isn't that bad you just can't use a 'hose pipe' to water the plants in your garden or whatever. This also means you cant use sprinkler systems in your garden either.

yay i got posted! i knew putting something really dumb at the end would make rizzuh take MY entry, and it was first, so therefore most leet!

still, i think that re-seeding would ensure the best clans go the farthest, and therefore heighten the level of play torward the end. sometimes, sweeden loses to kazakstan, a country that i cant even REMOTELY spell (this happened in olympic hockey this year for those of you who dont know what im talking about) and so we dont see the all the best play in the next round... but flukes happen, so re-seeding could still pull off some surprises.
