CS-Nationalists (those who have donated anything to CS-Nation, they've ranged from 96-cents to $100) now have the privilege of reviewing Skins of the Day (right under the picture on the left, on the main page under the "csn rating").

"I deserve it for using bandwidth and increasing your CPU utilization, you selfish bastard!" User SOTD reviews have never been a feature. We are not removing functionality, we are adding it for some users. This is not IGNInsider, Personal Server, or GameSpot Complete. You do not lose anything by not donating, you just don't necessarily gain everything.
In either case, I hope you crazy CS-Nationalist have a ball reviewing the skin of the day. I'm sure it will be the highlight of your next two minutes.
As per official reviews, puffycloud is now doing them. They're much longer, use proper English, and seem to be well-liked. Much like Tollytag.
