Yeah, I never really got why people complained about this. It's hard to notice and it does not affect accuracy, it just shows you when you'll be inaccurate.

It my not actually effect accuracy but it's a mental thing. Also it is a distraction from the task of aiming at people's heads.

I applaud a good deal of the changes made in 1.4, but it still did jack shit to fix a lot of what makes CS suck. Fix the netcode and the weapon balance/accuracy/power for 1.5 and let CS go out with a bang.
