Seriously, how hard can it be to write a new single-tasking operating system just for games? I personally use Windows 98 just for games and Windows 2000 for everything else. It's really not much hassle at all switching between them.
All you really need to do is boot up, support Windows drivers, have mr. user select what game you want to run, and provide an internet connection. Games could be written for this operating system only, so everybody knows nobody's cheating. All installations would happen in the user's main OS. There would be a sort of companion program written in java (OS-neutral for the penguins) that sets up the games.
This is all strangely making sense to me, so I must be tired. I'll take another look at this tomorrow.
