Actually Exodus we have that problem on my campus. We've got at least 2 or 3 T1's and an on-campus population of maybe 800 at best. We're running active directory with only one domain, and IP phones (if they make a difference) and at peak times our ping SUCKS. They just started limiting bandwidth per user, which really helps.
I don't know what's wrong with my school, especially considering that the University of Washington has three times our on-campus population in just ONE of their dorms, and anywhere on campus you can d/l at 300k/sec anytime. Sheesh, I'm paying $24K/year for college and they can't even fix the network right.
