uhh, theres like some law or rule to form a foundation or group that has the word "against" in it. some students in my school found that out when a gay group was formed.. and we tried to start a group called "GAY" or "FAG", i cant remmber. and the "A" of course was "against". the school wouldn't let the students form it because it had against in it

Reverse Engineering is legal even in the United States. Reverse Engineering has been used many times to bring court cases against companies that abuse others code or use code without proper authority [i.e. Microsoft]. Each user has a right to "double-check" that the software they have installed is not malicious and is not illegal. Granted it is not allowed by the EULA to reverse engineer the software and then use what you find to modify the code. However there is nothing wrong with modifying code held in memory as this is not the program itself. It would be illegal to modify say HL.EXE or HW.DLL, but simply changing what it says in memory is completely fine. In actual most hacks work [internally] similar to most half-life mods, so it would also be illegal for mods to be created. Besides the EULA does not protect Counter-Strike unless you bought it.



However I do agree that cheating on public servers shouldn't be allowed and is not kosher. The rampant cheating on public servers does need to be curbed, how? I don't know. My suggestion is to keep cheating on LANs, hell that's fine by me. Its just common courtesy to play legit online.
