Valve never releases anything on time. CS 1.3 will most likely not appear tomorrow or over the weekend. If you remember, CS 1.3 has was originally billed to come out in July, so I wouldn't count on much in the terms of release date reliability. CS 1.3 may come out next week, it may come out next month -- I really don't know, so just be patient. Everything I've said about CS 1.3 release has been from CS.net or Valve directly, so please flame them and not me.
Frankly, I don't think too many people are sitting on the edge of their seats for CS 1.3 (although it is a neat update), so all these fluffed release dates aren't needed. It's annoying when you don't know when a new release is coming out, but when the release dates are just asinine we still don't really know when a new release is coming out.
I guess the point is (Ether2k1) we only report the news, we don't make promises. Actually, the only reason I posted this is because posting news is very fun.
