CryptR: Assault requires some special team tactics to be successful, which makes the map more challenging. For example, you can't just rush in alone as a CT and expect to survive in a crossfire. It requires some team cooperation. Second element is the map's realism. It should not just be a labyrinth like you find in Deathmatch games.
Zaphod: I'd have to say layout, architecture and textures.
Barney: I think a good CS map has both great gameplay and pleasing aesthetics. It has to be fun to play from both sides and present a challenge. If a map is attractive, it boosts the popularity a great deal.
Chris Mair: There are obvious elements that are easy to say but hard to nail down like layout, flow, textures, lighting and objective balance. The levels that are most successful have a simple layout with a strong theme. You have to be able to approach a map with multiple strategies in order for it to stay interesting.

What are the critical elements that make a great CS map?
DaveJ: The ability to make the game fun and entertaining (the primary
reason for someone to play a computer game is to be entertained) is always important.
In a map, this means that you must try to encourage the player to play the game
in the way it was intended, yet also give them control over the approach they
take. There should be various approaches for them to account for and different
styles at their disposal.
