PrivatePlayers is a server add-on which allows admins to decide which players can play on their CS server. This is done by simply entering the WONID of the players you wish to have access to the server in a MySQL database. Why wouldn't you just password protect it? It'd be easier for me to tell everyone I know, "password is 'l337'" then to collect everyones WONID. Plus you can turn the password protection on and off... :-\Comment

imo I dont think a cal-i only pub would be that popular. Maybe have a cal-im, cal-m, cal-i pub and leave the cal-o clans out... I wouldnt mind seeing 1 open server for all cal levels and then maybe a cal-m+ server. So if the open one got lame then you could just join the M+ one.
