It used to be that Steam was its own separate world, then when 1.4 was released Steam beta and normal HL/CS owners versions became compatible. Obviously when beta testing for CS 1.6 starts on Steam Beta 2.0 the beta players will have to use different servers than regular CS 1.5 players. If that is what you were asking.
