The problem with stopping cheats is sort of like the problem with totalitarian governments. In a democracy, if there is something that you dont like, you can always complain about it with your buddies, and comfort yourself that there is something unfair about the system. In totalitarian regimes, there is no mystery as to whats happening -- someone else has all the power and you know you will be dissappointed in the end anyway... so whats the point of playing in the first place?
So it goes with cheaters and anti-cheaters aswell. If you know a game is PERFECTLY fair and you lose playing it, you'll never play again if you rationally seek to preserve your self-esteem.
These are the sociological implications of the anti-cheat movement. In spite of their benefit for the average player, they also make the largely chance/creative aspects of the game largely unattainable. There can be no heros! There can be no higher ideal!
Consider this, how did CS survive months of all out cheating on most large public servers? Did someone promise to make the pain stop? No. Did admins come along and ban players? Not very often.
What kept CS alive in this dark period was the realization that whether you won or lost, there was something about the game that wasn't really fair anyway... ping differences, wallhack, anti-recoil scripts, speed-hack, aimbot, snake, burst settings, winamp support, total radar, etc...

But in public servers, yes. When people are overwhelmed, they tend to blame it on cheats rather than the fact that they simply aren't that good.
