They're planning on offering CS:CZ for sale over Steam - This has been stated a number of times. The game will still be available via retail channels for those who don't want to go down the Steam route just yet. This system will carry on for the foreseeable future - A day when you can only buy a Valve game via Steam is way off yet.
Also, its use as a content delivery system (primarily patches, fixes) will be free for those who have paid for the main game. There would be no point going to a pay system for patches, because people wouldn't take it - Charged once for the main game, then charged again to fix it? Ha. I can't see that happening, at least in todays gaming society. Perhaps things will be significantly different in the future, but we'll see.
