The game isn't even out yet, but it's already been confirmed by Kojima Productions that there is DLC slated for Metal Gear Rising: Revengeance. This DLC includes new characters and missions and will be released post-launch.
Given how the game itself isn't even slated to be released until Spring 2013, isn't it a bit premature and bad for PR when you're already discussing DLC releases?
