Regardless of the complexity of the laws, isn't this exactly the kind of Internet predator we wish to protect the children from?
Imagine a 40 year old married man meeting your 16 year old daughter online and getting "engaged" to her, and then arranging to meet her for sex.

It may look rather arbitrary if you just look at the numbers in "23+ can not have sex with 16 or 17". but is should be obvious that the law is there to prevent older and more experienced people from taking advantage of young and inexperienced people, while at the same time not making it criminal for a couple of teenagers to fall in love.

A 16 year old knows what he/she is doing.

Plus, many states have exceptions in there rules for exactly what you are talking about. In some states, the age of consent is 16, so a 40 year old having sex with a 16 year old is legal, but if someone over 18 is taking advantage of a person under 18, it is still illegal.
