Speaking to Kotaku, Sony revealed that they do not have any plans now to bring the UMD Passport program to North America for the release of the PS Vita. This program allows gamers to transfer their PSP discs to a digital copy of the game that is playable on the new PlayStation Vita.
The Passport program is alive and well in Japan and debuted with the release of the platform this past December. Gamers slip their disc into their PSP systems and allows them to register the games to their PlayStation Network account. Then they are free to download those games to their PS Vita at their leisure.
No explanation was provided by Sony as to why the Passport program will not be available to North American gamers.

Unless Sony changes its mind or announces some sort of alternative option, North American PSP owners will have no way to play their UMDs on the Vita, though they will be able to access any PSP games they purchased digitally.
