I hope they will... but sadly the fact that many of us gave in to their "IWnet" farce tells me otherwise. Its sad that something that there was something that outraged us so badly but we still bought it anyway...

But yet look at all the Black Op servers that are crap. Last time I looked there were mainly Nuketown or crouch only servers.

LOL, I've been in tac/crouch servers since COD2 and COD4, what pissed me off was since there was no way to admin MW2, there was no way to do crouched (amoung the not being able to kick blatant hackers). And COD4 have 24/7 Shipment servers, so get off your high horse. The game is choice, maybe not the quality in the MP as COD4/MW2, but its better then nothing. There are plenty of good none tac/crouch/nuketown servers out there with a good player base, but there are also alot of power hungry admins who refuse to go pubing because they loose their power, sorta the draw back of dedi servers. MW3 will bring back dedi servers, admins and modern weapon goodness, that is all that I want. All I would want to make the game perfect would be to open up the servers to all providers and public server files (that and a 4-player SpecOps mode).

Unneccesary rules aside (and besides, Ruled servers rarely affect us here in Australia and New Zealand because we all think that there are not enough servers for us to think like that IMO) Unstable connections are not a plus.

I wouldn't hold my breath for dedicated servers though. IW have probably put too much money into a system for what they probably think of as a niche market, they are probably going to use IWnet again. Sure it looks like they only spent $12 on the entire thing but thats possibly $12 too much that they would like to spend on us.
