Issue with PC Ranks Resolved in Black Ops

If you still have rank issues, try:
(1) change one perk in each of your classes. (do not set classes to Default).
(2) exit the game.
(3) wait 30 minutes.
(4) start the game and check your rank.

So it seems there were issues with rank, but no word on as to what happened or when this happened. It seems to be fixed now, whatever the issue was. No other postings or updates about the issue has been given.
For anyone that has had this issue, you may want to try the above fix.
