What is seen is in a really early stage of development. Lip-syncing is absent, as are textures, many animations, etc. With the game's second chapter still a ways away from release, these early stages of cinematic development are not all that weird. Blizzard's official response is that "Blizzard Entertainment does not comment on rumors or speculation."
The mark on the lower right of the video for "The Third Floor" indicates that the video came from a production company that lists Blizzard as a client. The Third Floor also worked on StarCraft II: Wings of Liberty cinematics.
