Energy release on target is way more important when you're dealing with soft targets. A straight wound cavity from a FMJ bullet will not drop a target. A frangible, soft tip or hollow point bullet will. Go ask a hunter.

i am a hunter and i agree completly, MW2 annoys me because somehow FMJ does more damage, a hollow point is much more nasty, and you can drop a guy by shooting him in the foot with a M95

He's talking about a soft target. FMJ's do more damage after going through body armor. An HP round would disipate energy too quickly at the body armor to do as much damage as a penetrating and now deformed FMJ.
So in summary - hollowpoints are bad versus armor because hollowpoints expend their energy starting at impact much more than FMJ.
But people really need to quit looking at the stupid weapon bars in games. They lie. FMJ doesn't add damage in MW2, it just makes penetration shots lose less damage. The base damage without going through any objects is exactly the same.
