No one is quite sure yet, the first post about the beta says open, but then later on DICE has been saying limited or closed beta. So only time will tell.

I called my local Gamestop today and they knew nothing about the pre-order beta.

so is there anything more specific than just the 19th? I mean its the 19th November in about 6 hours where I am, or do I have to wait until 5pm GMT/PST/OSODSOS/Zerg time?

I was able to get a code from Gamestop but when I put it in it says not valid. Maybe I have to wait till tomorrow.
