    Is Call of Duty's Perk System Broken?

    In an article on N4G, writer Keith posed the question of, "Is Call of Duty's Perk System Broken?" While many have enjoyed the use of perks in the last couple of CoD games, many have also complained about certain ones that annoy them like martyrdom and last stand. Others have proclaimed their love for those such perks.

    The focus of this article is based upon the fact that almost everyone uses the "Stopping Power" perk which I believe to be true. I have one "Sneaky" kit I use in both CoD4 and CoD:WaW that does not use stopping power, but almost every other kit utilizes it.

    I am not sure how I can effectively say the point I am trying to get across with this question. I have played my fair share of the past two Call of Duty games and both are done quite well. The biggest addition in COD4 as we all know was the ability to create custom classes, but I feel the “Perk System” is a bit unbalanced, and at times I wonder why the system is even in place.

    From my hundreds of hours playing both Call of Duty 4 and World at War I have been rather annoyed at one aspect, and that is the strong use of one particular perk. I am sure many of players can agree that they have seen, and even mainly used the “Stopping Power” perk over and over. Why not use it? It gives your weapon extra power for the battle, so whats the problem? Well, the problem I see is that this particular perk basically renders the second perk slot useless because everyone uses “Stopping Power”. Sure, occasionally you see someone using “Juggernaut” or being a bit more creative and using “Radar Jammer” but at least 90% of the time you or your enemy are using “Stopping Power”. The reason I say this perk makes the whole second slot useless is because it disallows any creativity in the custom classes. People generally won’t care about any other perk in the second slot becuase they only want the one with more power. So you will rarely see anyone show any sign of creativity in the class system whether its using “Sleight of Hand” or “Sonic Boom” or even “Shades” for that matter. In a way, it makes the whole game broken at times.<!--more-->

    Even though many weapons in the game are powerful, a strong weapon still may not have a full chance at a moderate weapon with “Stopping Power”. This perk is a clutch everybody relies on. At times when I tried to make a class without it, I constantly felt I was at a huge disadvantage to every other player with it, and this is why I feel the system is broken. I even tried using double tap on a relatively strong weapon and still fell short to “Stopping Power”. This leads to one of the few things I felt that Killzone 2 did right with its multiplayer, and that’s giving everybody the use of the same perk (or badge) at the same time. For example, at a certain XP rate or kill rate every player can use the badge that allows more ammo count or grenade count during the game, leaving nobody falling short. This makes more sense than the whole tower of available perks in COD but everybody only using one.

    What I feel Infinity Ward and Treyarch should do is take out “Stopping Power” and even “Juggernaut” from the perk system in the next installments and focus more on the creative perks. It is a shame that rarely anyone uses any other perk to create some really interesting weapon classes. I also strongly believe the multiplayer will be significantly more balanced due to the fact that nobody can have a stonger weapon due to a perk. I hope I made my argument as clear as possible, because this was one of those things where it made sense in my head but I couldn’t write it properly. And to make it perfectly clear, I still love both games and I am eagerly waiting for Modern Warfare 2 this fall.

    I do agree with the main point of this article that stopping power is overused, but the problem is, is it really a problem at all? Look at the popularity of both CoD4 and CoD:WaW. Most people complain about the perks I mentioned above, martyrdom and last stand, not a perk like stopping power that most people like to use. BUT, if everyone is using stopping power, is it really a perk at all if everyone is at the same playing field with their power? I still own people with my sneaky kit that does not have stopping power because the element of surprise beats stopping power when they never know you are right behind them, so they never get to fire a bullet anyway.

    What is your opinion? Do you think stopping power is overused? Should it be taken out of the game so more 'creative' classes can be made?

    Creativity? It's a first person shooter not an art gallery.

    Of course people will go for more power... Duh.

      Please correct me if you are able to already do this but why not just give the people that run COD servers the option to turn off perks if they want to.

        I think the solution would be to just make all of the weapons more lethal by default. Essentially, every weapon would have stopping power to begin with and then peeps would be a bit more creative with their perks. I have SP set for every kit in both games.

        On a side note, of all of the perks I believe Juggernaut to be the lamest.

          They cannot, but Ive mentioned a true "oldschool" before that would make it like COD1 - 2

          As for the article, its well written but deeply flawed. A broken system is like the AK47 in CoD4 or the juggernaut/stopping power imbalance (which I think they fixed in a patch).

          This guy complains about stopping power, but how many of you seen articles about juggernaut? I had some guy crying to me the other day calling me a noob for using it with my shotgun kit. Look, if you cant stop someone with a certain perk and close range weapon, whose fault is that?

          I think WaW was way more balanced than 4 even. In 4 you had grenades with a very large kill radius and no perk to help protect you from it. Martyrdom has been the most controversial thing and in WaW we were given flack jacket and (I forget what its called) the perk that lets you reset a grenade when you pick it up.

          Shades dont get used because they are not needed. People throw flares at me all the time and, to be honest, they are not bright enough. CoD4s flash bangs were way better then that.

          So stopping power is a big deal in this article, so use juggernaut (which is used as much or more than stopping power). Thats the balance.

          THEN, there are the different levels of power on the guns. You want a one hit kill or close to it, get a machine gun or bolt. You want close quarters, use shottys or semis.

          We've had discussions in the forums about how WaW was so well balanced that some found that to be no fun. This article really contradicts everything we here have said. Are we all wrong?

          Also, most my kits right now dont have stopping power or juggernaut but flack jacket and thats because of all the grenade launching/betty planting. Are those broken/unbalanced?

          The only thing I hate are the hardcore servers you go on and theyve lowered the health so much that flack jacket/juggernaut no longer work. I know its their server and they paid for it, but an admin shouldnt be able to alter parts of a server so much that certain perks are no longer effective (unless the perk is meant to be turned off, which currently its not).

              I <3 UAV Jammer!!! SO MUCH GOD I LOVE IT! Last Stand/Martydoom whore too! I dont know why this article exists. And I dont use jug or stopping power, and I have no problem killing ANYONE(hardcore only).

                Yeh but any one with SP on a HC kit is clinically insane.

                I can see the point of view from the original writer but it makes no sense. If everyone had SP automatically, everyone would use uav jammer or jug, same problem again.

                SP is more over used then martyrdom granted but you can easily make kits without it. Its not the be all and end all of perks. Its just as easy to kill someone in resonable circumstances without it if you play smart.

                  I love stopping power and deep impact and they're practically all I use normally, but not because they're way over powered. Its more that you get used to having certain perks, if you play a lot, and you then know when someone is going to drop on a SC server.

                  I have played with double tap and dead silence before and they work well too. I'd say that in COD4 SP & DI just give you a 2% edge that sometimes is enough, but its not critical, its just what most people get used to.

                    This is why I liked COD2. Everyone had the same guns, no unlockables, same amount of grenades, no perks and stuff.

                      I think the article is silly... and only one person view point. The person that wrote the article must ONLY play on ranked / stock servers.

                      There are plenty of mods out there that allow you to setup a server any way you want. I do not use that perk on any of my classes..... but we have a modded/custom map server.

                        how bout the console versions? I loved COD2 on there, and theres no mods. COD4 was meh....

                          Yes, but is it BROKEN?

                          Its like what Syndrome said, "When everyone is a super, nobody is." So if everyone is using the same layout, is it not close to CoD2? Is it still easy to kill someone when they are using the same Tier2 perk as you? Its the same.

                          So, is it still broken?

                            Unless you played PAM there was a different ammount of grenades per gun.

                            Rifle/Sniper normally got 2 or 3. Although, I dunno what they were trying to balance out, a rifle in the hands of a skilled player can be lethal even if it is single shot, I for one ONLY use the rifles in cod2 unless I am required to take something else if I am in a scrim (which isn't normal, since I am in a cod4 clan).


                            But I do completely agree with you, cod2 was great, and it was balanced. No rip-out-your-hair-when-you-get-martyrdomed situations.

                              I love how when i kill someone, i dont need to worry about a last stand situation or marty.
