It's not true...all you have to do is a filter for servers with mods, and you'll see a lot of very popular ones.

Just like ranked servers, they need to build up a reputation and a following, then people keep coming back. Especially in Europe, some of them are fairly busy almost all the time. I think we'll see more of these popping up, especially after the v1.6 patch helps stabilize things, and after the mapping contest deadline.

I think what people can say though, is that it's easier to get traffic on a ranked server, since that is the default filter and requires no extra steps. So, if custom maps are allowed on ranked servers, it will be easier to populate them.
