It's both client and server. Some are finding that for servers, it's better to use the raw files instead of the .exe updater (sometimes the .exe seems to not affect the server version).
I'd stop in to FPSAdmin.com or the IW.com forums for specific info.Comment

This exchange is from the official IW.com forums. "402" is the community relations manager, and "Rudedog" is an experienced server admin. It explains how this all works:
Summary:402: Let me try to clear up some confusion, essentially the server is the only one who needs the 1.2 update as if the server you are playing on is patched, no one will be able to effectively use the Lean Glitch. That doesn't mean they can't lean, it means they can't lean and seemingly disappear visually to the other player.
Therefore, if the server is patched, and the client is un-patched, he can still play. He can also still lean, but he can't lean glitch.
The glitch was essentially a visual / hit detection one where the player would lean as normal, but to the other players he would seemingly be hidden behind the entire wall / object he is leaning behind. This fixed it so he can still lean, but now he looks as he should, leaning behind an object, not fully hidden by the object.
Keep in mind that is a very watered down way to explain it, but essentially that how it works. So it doesn't matter if a client patches or not, he still can't lean glitch on a patched server.

402: Then no one should be able to Lean Glitch you. The actual glitch was visual for the players NOT doing the glitch. Therefore, to the glitcher he was 'leaning' normally, but to all other players he appeared to disappear behind cover and could not be hit. This corrects it for the client (if the server uploads it it fixes it for ALL clients playing on it) so that when they lean, they appear correctly (as leaning) not disappearing.
Rudedog: you can not apply the patch to servers where you simply uploaded the files. Install locally and upload files that were touched. If you receive the game not installed error, check out mike_nomads post about registry settings. the patch is for people to spot and kill other people glitching, it's to your benefit to install said patch unless you want them to have an unfair advantage.
The lean glitch is a visual thing. Sometimes unintentional.
Patching the client game protects YOU against it.
Patching the server protects EVERYONE against it.
To patch servers, you need to first patch a local game, then upload the changed files to the server.Comment
