It doesn't mean 34 in russian. "Chetverki" stands for Four's, as in (Bob's). "Prinadlezhit" means "Belongs to.." So the phrase is, Belongs to four(#4).
Weird, even I don't understand it.. The way you would say 34 in Russian is - "Tritsat'-Chetiri". Taranov can prove me on this. As his "one of us".
