Well, there are, roughly said, two thigs mods are contained of:

1. programming side
2. visual and audio side

The content for visual and audo side will be taken from the game. So it is for the hl2 mod. So for b2 mod, we dont need to model every weapon and record all of the sounds.
So again, roughly said, for the bf2 only programming and mapping is needed. And even here there are less work to do. Because we know how the map should look like and how some features to be coded (could be wrong on this, don't have a clue in programming :) )

Dont worry, its not so bad as it looks

Why does it look like that to you? This won't be an ordinary online shooter, you'd better call this a SIMULATION as it will be the most realistic WW2 game you ever played.
