Map restarting every time a player joins

Hello i am having big problems with my bf2 server.
i just setup my first bf2 server last month and never had real high load yet just couple friend playing but has ran great.
rebooted server and now for some reason i start server up and i my self can connect to it but as soon as another player joins the map restarts and say "This round was a draw"
this keeps on going on without fail. every time a second player joins.

I have made no changes to the config and have tried a fresh install of the game and still same thing.

Please any help is needed

There has to be a minium of 6 players (not including you) to play a game that will give you stats
