Yes. You will have basically 2 different games to launch. BF2 for the regular BF maps and SF for the Special Forces maps. The maps are not all available on one server browser. Think of SF as a totally different game basically.

I think what your asking is can you just buy SF without buying regular BF2? then no. SF requires you have regular BF2 installed also. SF is just an expansion pack for BF2.
