Rank not increasing

OK so basicaly everything works fine in the game and I've been playing since March and only ever had this problem with it (happened once before and had to create a new user account as I couldn't fix it). The problem is that I've got enough points for the next rank (checked online and the progress bar is full) however despite this the rank isn't giving me the pop up telling me I've been promoted and what gun do I want. ie in my current profile I have over 2500 point but still arn't a Corporol. If you want to check this then look up my profile (The_White_Otter).

If you really want to see my specs (can't see how it would make a difference though since everything else works fine) then they are:

Pentium M - exceeds minimum spec
1.5GHz - fails (only thing that does)
512MB RAM
Win XP
ATI MOBILITY RADEON 9600/9700 Series (128MB)
and everything else flys it and isn't as important anyway.
All drivers are the latest.

if you're always playing in the same server go to another server, get 1 point and you should get your promotion...
