Have you opened your firewalls/ports and made sure you're typing in the right IP address? i.e. no 192.168.1.xxx but instead your locational IP address (go to www.whatismyip.com).

Just Windows' firewall or do you have a router/switch too? If you have a router you'll need to open ports there and possibly use port-forwarding for the one who's running the "server" PC. Clients shouldn't need to do anything special once they have the servers ip address. And I'll repeat that if you're running a router you can't use the local address (192.168.x.x). Can the clients ping the server's ip address?

port forward 16567 to whatever internal IP the server is on.

go to http://dslreports.com/whois from the server to find the global IP. once the router forwards 16567 to the internal IP (192.168.x.x) then you should be able to connect using whatever IP dslreports gives you.
