That file writes as you play starting off with an empty file. Are you sure you've played on that profile before?

It's basiaclly a saved file of the commanders VOIP help and some other misc. settings. For those who reinstall and don't want the commander to drag on about every little thing again then you need to keep a backup copy of this somewhere to paste in your profile.

I like it when games make folders in My Documents. I'd rather they let me choose where in that folder they install or at least install in My Games like a lot of games do. But it helps sorting out important files with worthless ones. I hate searching through Program Files trying to find the game and then trying to figure out which files I need to keep if I want to uninstall the game. And if I wasn't too lazy to backup my files, it would make backing up a lot easier.

One quick note on changing the general.com file to readonly.

Changing any game file to read only has the possibility of causing issues with patching. These files really shouldn't be touched via patches, but you never know.

            Just a potential heads up.
