does the new patch make the PKM less accurate or more i'm confused

Less accurate. It's about as accurate single-shot as an assault rifle now, as opposed to before where it was about as accurate as the old SVD. Most other scenarios, it's the same.
The prone accuracy delay or whatever the hell it is doesn't appear to actually be doing anything, that or they somehow managed to forget to include it in the patch. -

From what i can understand the aiming reticle doesnt change anything that would make a difference. I think its only for looks.
