Well, the "balancing" issue for any map can be debated, as any weapon and how "overpowered" it is can also be debated. It's how you resolve the situation that makes all the difference. I've been on Wake Island more times than I would like to admit (one of my least favorite maps) and I've been Chinese quite alot. I've actually had maps without one flag being taken, to another extreme with every flag being taken while I'm in the air, not having been shot down once.
I can't think of the name of another map, but it's a chinese map, two nuclear silos in the middle. US attack from carrier and the Chinese attack from within their surrounding mountain-scape. I can't count how many times people would say that the Chinese side was unbalanced once they get pressed within their "path", or how the same argument was that Chinese overpowered the map because the US let all the flags get captured. It's all perception, and to moan about something being unbalanced is to claim defeat. Adapt, if your team isn't willing, it means your team was at fault, not the map.
As for the jets, I never worry about a jet when I'm in the Cobra. The Mi-8..maybe. The flares and the "downward or upward spiral" tactic never fails. I might have one A2A or SAM hit, but not two...if it's two, then I've been unlucky.
All I'm getting at is that any given map, there will be a large number of people chanting from either side how something is unbalanced, and then there are those that make it to the other side, accomplish a capture and give their team a chance to spawn and capture the island. All in all, it comes down to the team, not the map. (can you say "mine mine mine")
