Unlock 1 and Unlock 2?

Whats the diffrence? What do they mean?

Say for example the sniper rifles, do i need to unlock the unlock 1 sniper and then i can unlock the unlock 2 sniper when i get my second unlock?

Yea, you have to get the m95 before the l98a1. same with all other kits. and you need SF for the tier 2 unlocks.
