If you resign comander then apply again while capturing a flag, you can get the 4 while still commanding when not capturing. I've done this while commanding an incompetent team where we are going to lose and want to get a couple points. Too bad you can't have a good comander WHILE playing, that would really be something else.

I thought those servers were against EA rules(Point whroing).

Not as this stands no. although he has a huge score, the round lasted an extraordinary amount of time, so he isn't really getting his points any faster, he is just getting them in 1 big hit.
