There is no ATC for SF, the creators have not said a word on it either so it doesn't look like they will include SF and future expansions/boosters.

However you can take the screen shots yourself and put together a custom map which works just as good, the only thing missing is the various icons for vehicles.

Did they used to update it when expansions came out for BF1942?

Edit: I Guess they did create new versions for BF1942, the latest one covered 21 maps.
